In order to conduct the duties and functions of the National AIDS Commission (NAC) as stipulated in the Presidential Regulation No. 75 year 2006, the NAC Secretariat needs professional human resources to fill the position of:

*Resource Mobilization Officer*


*Background*

The Indonesia Partnership Fund for AIDS (IPFA) was established as one of the funding sources for the national response to HIV and AIDS through the National Action Framework on AIDS 2005-2007. The National AIDS Commission is managing the fund, with UNDP providing financial management services and a Programme Steering Group (PSG) overseeing the disbursement and the utilization of the fund.

DFID was the first donor to contribute to IPFA, committing a total of £25 million for a three-year span (2005-2007). It is expected that through this new financing mechanism, donors and other investors can make significant contributions, without having to develop a programme of their own.

To ensure a continued resource mobilization into the IPFA in the long run for a sustainable financing of the national AIDS response, it is particularly critical for the National AIDS Commission to start intensifying its resource mobilization efforts in the near future.

*Objectives of the Programme*

The secretariat of the National AIDS Commission is recruiting a Resource Mobilization Officer to provide support in building strong partnerships between the National AIDS Commission and its donors to ensure sustained financial support into the Indonesian Partnership Fund for AIDS for the secretariat' s work.

The Resource Mobilization Officer will be responsible for developing proactive efforts in mobilizing resources for the IPFA that may include; identifying funding opportunities, managing donor relations, undertaking philanthropy research, developing and negotiating competitive proposals, and ensuring grant compliance and reporting.

Additionally, Indonesia will become the host of the next 9th International AIDS Congress in Asia and the Pacific (ICAAP) in 2009 and the National AIDS Commission is providing secretariat support for the 9th ICAAP Committee. The incumbent of the post has been designated as the secretary of the consortium.


Resource Mobilization Officer
(Jakarta Raya - Jakarta)

Responsibilities:

* The Resource Mobilization Officer will report directly to the Secretary of the National AIDS Commission and for an initial 6 months, the specific responsibilities include:
* Developing, maintaining and updating database of all potential funding organizations at the local, regional and global level, including information of their funding trends/priorities, thematic interest and geographical scope.
* Identifying immediate funding opportunities, facilitating lobby to donors and or potential donors, developing and negotiating competitive proposals, and ensuring grant compliance and reporting
* Developing plan, strategy and tools for resource mobilization into the IPFA in consultation with key partners and stakeholders; including the development of a public private partnership on AIDS to broaden partnership and resource mobilization opportunities within the private sector and other non-traditional partners
* Providing organizational and operational support for the functioning of Programme Steering Group (PSG) of the Indonesian Partnership Fund; e.g. preparing meeting documents and statistics, organizing and following-up of meetings, and coordinating relevant information sharing
* Providing operational and secretariat support as directed by the 9thICAAP Committee
* Perform other duties as directed by the Secretary of the National AIDS Commission

Requirements:

* Candidate must possess at least a Bachelor's Degree or Master's Degree / Post Graduate Degree in Human Resource Management, Psychology or equivalent.
* Applicants must be willing to work in Jakarta.
* Applicants should be Indonesian citizens or hold relevant residence status.
* Preferably Senior Staffs specializing in Social & Counselling Service or equivalent.
